21 base points · no Legacy bonus assumed · dungeon utility choice, not simulated.

Quick answer: 21 points in Fire

This route spends all 21 base points in Fire. It is for a Mage casting Fireball and Scorch at range, with a control tool at level 30. The final point goes to Blast Wave to relieve pressure from a pack; that is a utility choice, not proof of higher DPS.

Point-by-point allocation

The October 8 Talents Forever export (client 1.60.1.70291) supplies the names, ranks, effects and icons. Blizzard’s screenshot shows unspent trees; use the allocation below to place your points.

Dungeon priorities

Against one target, keep Scorch up and cast Fireball. Heating Up only triggers from the listed non-periodic critical strikes; three stacks reduce Pyroblast to a 1.5-second cast. In a pack, let the tank gather enemies, then use Blast Wave if the slow helps your group. Save Frost Nova and Cone of Cold to create space.

Conjure Water and a Mana Agate before combat. Evocation is safer outside enemy range. Mage Armor is not available at level 30; Ice Armor is.

What this build does not claim

Talent tooltip damage is the learned-rank text, not a level-30 damage test with your gear. We have no comparable DPS test to rank this against Frost. Improved Scorch is a personal bonus, not a group-wide damage increase.
