Our controlled questing choice: hit chance first, freezing procs next, then Ice Lance at 20. Frozen targets make that final spell especially valuable. This follows the Frost beta guide; it is not a large-pull Blizzard farming build.
The table allocates all 11 points from levels 10 to 20, without the Legacy Talented bonus. Talent names match the English calculator entries.

Elemental Precision 5/5 adds 5 percentage points of hit chance to Fire and Frost spells. Frostbite 3/3 then gives chill effects a 15% chance to freeze the target for 5 seconds.
Ice Shards deliberately stays at 2/5 in this bracket. It raises the critical damage bonus of Frost spells by 40%; that is not 40% more damage on every spell.
Ice Lance arrives at level 20. Its beta description gives it 300% increased damage against frozen targets. That interaction is the reason for the final point, rather than a base damage number taken out of context.
This route is designed for controlled quest fights. Pulling large packs for Blizzard farming needs a different plan: this allocation is not a verified AoE farming route. Decipherable scrolls are covered in the separate guide below.
