WoW Forever beta: when does the level 30 cap unlock?
WoW Forever beta starts with a level 20 cap and will later rise to 30. Here is the confirmed timing and what Blizzard has not dated yet.

Compare the 5% food buff, the sleeping bag’s 3% bonus, camp tents and rested XP. Find out which applies to kills or quests and how to obtain each one.
Food and the sleeping bag are the direct effects to maintain during a session. A camp tent matters most when your rested XP pool is low. The Well Rested Legacy perk is more useful if you take breaks or level several characters. These percentages describe different mechanics; adding them into one advertised XP rate would be misleading.

Forever’s Well Fed XP effect says 5% more experience from kills. Pick food whose tooltip actually lists that effect; do not assume every item in your bags has it. Sit for the time specified by the food to receive the buff, then eat again when it expires. The 5% does not apply to quest turn-ins.
The Gourmand Legacy perk extends the duration of food buffs. It does not raise the 5% XP value.
The Cozy Sleeping Bag comes at the end of a quest chain available from level 14. Place it, lie down and wait three minutes: the bonus grows by 1% each minute to a maximum of 3%. The current Forever spell page shows a two-hour duration, while the item has a one-hour cooldown. Recheck the in-game tooltip after beta patches.
Unlike the food buff, the bag describes an increase to experience gained in general. Refresh it before a stretch of questing. Our route guide lists the Alliance and Horde steps.
The Camp Tent can bring your rested XP pool up to 5% of a level when it is below that threshold. It does not add 5% to every quest or kill. A tent must stand near a campfire, and you must sit beside it; the item is tied to Leatherworking, while camping features share a one-hour cooldown.
Log out in an inn or rest area to build rested XP. Blizzard says the Adventure-tree Well Rested perk speeds up that accumulation and raises the cap. Legacy unlocks with your first point, usually at level 25, though a crafting profession or full map exploration can open it another way.
Early on, check your food before a long run of fights. From level 14, pick up the sleeping bag if its quest detour suits your route and rest in it for three minutes before moving on. Use a tent when your rested bar is low, and log out in a rest area. If you have Legacy Points, weigh Well Rested against your other priorities.
Do not count Student Fodder as a rested XP refill: its Forever effect differs from Season of Discovery. Camp stat buffs can make fights quicker, but they are not XP multipliers. RestedXP and Zygor help with routing; they are addons, not buffs.
