Critical strikes get the build started; Mental Dexterity turns Intellect into an offensive stat. The wolf points are ready when you learn the form. At 20, Shamanistic Focus cuts the Mana cost of shocks and Lightning Shield, reducing recovery between fights.
The table allocates all 11 points from levels 10 to 20, without the Legacy Talented bonus. Talent names match the English calculator entries.

Thundering Strikes 5/5 adds 5 percentage points of critical strike chance to spells and attacks. Mental Dexterity 3/3 then adds attack power equal to 100% of your Intellect.
That gives Intellect offensive value; it does not prove that it beats every other stat on every item. Compare what you lose when replacing a piece, too.
Improved Ghost Wolf 2/2 cuts its cast time by 3 seconds and allows the form indoors. At level 20, Shamanistic Focus reduces Shock and Lightning Shield mana costs by 45%.
The wolf points only help once the spell is learned. If mana is the problem, watch what Shamanistic Focus changes at 20; heavy casting before that can hide the route’s payoff. This does not replace a Restoration healing build.
